Many Americans and some northern Europeans think Croatia is a nude beach paradise, but that isn’t true. Croatia is actually a rather conservative, Catholic country. It’s also a European country so there is a distinct separation between beach life and city life. You can get a fine for being undressed in town, even on your own balcony, but on certain beaches topless is allowed or tolerated, or even full nudity in more secluded areas, but these places are limited.
There are a few “private” ccoves along the coast – tiny beaches you can’t see from the road but they are secluded. The big party area is around Hvar (the central coast); you can imagine how the locals like the tourist money but not the tourists acting crazy.
